Certegy Reason Codes

Certegy uses "Reason Codes" as a way to identify why certain transactions are denied. The codes are indicated on the slip you're given when a check is refused. Figuring out the meaning of these codes is about as easy as milking a bull. Certegy customer service representatives often refuse to explain what these codes mean, or at best give vague and nonsensical answers. However, based on the anecdotes of many people, I'm developing this list of possible explanations for each known code number. It's basically a compilation of the explanations people have gotten for each code.

I will update this list periodically as I get more details.

Reason Code 1: Negative information on file for the writer of the check; or writer of check may have bounced checks in the past; or the writer of the check needs to call Certegy to give them "more information."

Reason Code 2: "Some other reason for denial" (which Certegy usually won't disclose, other than to say that it's not that you have a bad check history). One verified example: the person lacked a previous history of writing checks. Code 2 seems to be the most common one.

Reason Code 3: Appears to mean that the check "seems risky."

Reason Code 8: Unknown. Possibly having something to do with writing more than one check to the same merchant in a short period of time.

I have not identified any other reason codes - yet.

You have no idea what the hell your talking about. There are only FOUR reason codes.
Reason one-Current outstanding checks. Once they are paid we don't give a damn.

Reason two-Risk patterns or a large influx of activity on your account.

Reason Three-IS AN ID ERROR! IN OTHER WORDS YOUR IDENTIFICATION WASN'T INPUTTED CORRECTLY. IE date of birth, missing a number, added a number it doen't fucking matter, it doesn't match it won't go through.

Reason Four-Is a casino only decline.

Anything else reason 8 whatever isn't even ours it's the individual merchants.

Well, gee. I wonder how it is that I have "no idea" what I'm talking about. Could it be, perhaps, that Certegy routinely refuses to explain to consumers exactly why their checks are declined, and just what those codes mean? So we have no choice but to take educated guesses?

Since you're obviously a genius on the subject, how about enlightening the rest of us and explaining the following questions:

1. Why do people with no outstanding checks get Code 1's?
2. Why do people suddenly and randomly get Code 2's for "risk patterns" even when they've done nothing unusual?
3. What right does your company have to prevent me from using my own money in any way I please? I'm sick of hearing from people who (for instance) decide to renovate their home and the "influx of activity" prevents them from writing multiple checks? When exactly did writing multiple checks at various places, drawn on a good account, become questionable or illegal behavior?
4. #4 is not a "reason," it's a location. Why have a separate code for casinos? That doesn't tell the person WHY their check was declined - information they have a RIGHT to, whether you like it or not.
5. No one I know has opened an "account" with Certegy. No one I've heard from would ever want to. You can go ahead and close that account, at least for me.

Anyway, thanks for the information. In the future I'd love it if you'd cop a bit less of an attitude, though. It's not MY fault you work for Satan.

Wow. Based on this person's responses, I can really get a feel for Certegy's customer service.

Anonymous, you should be ashamed of your very poor conduct (and grammar).

"Could it be, perhaps, that Certegy routinely refuses to explain to consumers exactly why their checks are declined...."

Can you think of a reason why they would not want the algorithms they use to identify the patterns of fraudulent check writers to be public knowledge?

Anonymous said...

Well, Anonymous, besides the 4 you list I got reason code 5 today and it wasn't the merchant it was Certegy....Hmmm....now who doesn't know what they are talking about?

Certegy and the vast majority of it's staff lack true professionalism. I can understand check declining with a system detecting bad past check writing, too high a check amount, or lack of some personal info, but when a $12 "Good Driver" check from Allstate (huge company) is declined with a person having perfect credit and reason code 3 is provided, that is not cool. It will subsequently hurt my shopping enthusiasm for Wal-Mart. Sad that this service has to reflect on the retailer. Target here I come.

Don't sweat certigy, they wont last long. after 3 times of going all weekend without cashing my check and barely feeding my kids through the weekend the joke is on them. Someone scammed them for over ten grand last week. They got caught but the news said no money was recovered and it happens everyday. At that rate they'll shut down in 6 months.

I bought a moneygram money order for 450.00 to pay my rent, I gave him cash because the money order was at home when I ran into my landlord so I paniked not wanting to be late.
I went to walmart to cash the money order I was asked to punch my social onto the the keypad and instantly thecashier was able to tell me my old name, I changed my name legally with the assistance of the FBI so they should NEVER have read my old name aloud I was furious! keypad and got a code 3, I am a WITNESS I couldnt believe it. They denied a Moneygram money order that was blank to start and written to Walmart to cash it, so they gave it to me and told me to deposit into my bank account saying the money order was not funded, then they said I had two names. WHY THE FUCK WAS A WALMART EMPLOYEE ABLE TO SEE MY PROTECTED NAME?
We live under survellience for no good or fair reason, this country after 9/11 has turned on its ear and violates the constition daily and forget our civil rights-if we were innocent until proven guilty then we would go to court then get processed and arrested for misdemeanors that get dismissed!

Lets not forget that the customer service people stole over a million accounts and sold them to 3rd parties. Got my letter from the judge saying Certegy was paying back the money and never seen a dime. Tried Wal-Mart tonight ask to cash a check called them 3 times to make sure that I could went there declined reason #2 what ever that means. I don't even have a checking account just savings and these winners denied my school check how sick

Bottom Line Certegy fricken sucks hahahahahahaahah

Code 1 - Negative information on record associated with the DL or the account the check is from.

Code 2 - Risk. This could be anything from attempting to cash multiple checks in a short period of time to fraud prevention.

Code 3 - ID mismatch. It could be a mis-entered DL, date of birth, SSN or the fact that you have a goofy last name that got misspelled in a database somewhere.

Code 4 - Gaming limits. There are regulations regarding casinos that don't apply to regular merchants.

Code 5 - Previously approved. This is to prevent a check from being cashed multiple times. But more often then not this comes up when the register or it's operator fuck up.

Anonymous said...

kinda annoying when i went to walmart 45 minutes away from home to go grocery shopping and i go to cash a check and it gives me reason 3 ...then im handed a slip that says to call certegy and now i find out what the hell reason 3 is....wow...thanks certegy...not really.

Anonymous said...

my guess is they have a stake in a system of selling your data (the VIP sign-up) or want to force small businesses with low income employees to purchase a debit card payroll system as a way to pay the unbankable or under-served employees. Out of the blue my employees could not cash payroll checks today at HEB or at WalMart -reason 1 and the website gives the reason as not due to negative check writing information but as a preventative measure. Let's hurt the struggling entry level working folks some more how about, while those who employ them are going broke as well.. The banks, the merchant services, the irs, the credit reporting agencies are all getting a little out of hand with the power trip.

Friday I went to the Dollar General in a very small Missouri town (less than 1,800 in the entire county.) I was in the check out line and the cashier ran my check through the register. She announced that my check had been REFUSED. I couldn't believe it. I said what do I do...I know I have ample amount of funds in my checking account. I have shopped at the same Dollar General since they opened they doors over 18 years ago. I have banked at the same bank, same checking account number, saving account number, same home address for 29 years. I immediately went to my van and called my bank. I explained what has happened to the employee at the bank. She checked my balance and assured me that the denial was not from the bank. I asked her what could be going on. She explained that I had "Hometown Checking/insta cash" .... a program offered to customers through my bank that have excellent credit ratings. The bank will back me up even if my account falls below the minimum balance...therefore I will not ever have a negative balance in my account. I then went back inside and told the cashier that I had talked with my bank and that it was not them that denied my check. I asked what I should do. They said there was a 1-800 number at the bottom of the receipt for the refused check. I went directly back to my office and called the number...CERTIGY...they told me that the check was not refused based on insufficient funds, or bad credit rating but for irregular pattern. I asked what that meant and they (2 different representatives at Certigy) didn't know what "irregular pattern" meant. I asked what I had to do to get this straightened out. Both the first representative and her "supervisor" told me they could not overturn the decision. The only thing I could do was complete their gold application and see if they accepted me as a check cashing customer. I refused their gold application as they had and already said I had good credit and it was not for
insufficient funds. I asked again what "irregular pattern" meant and they would not tell me. I plan to report them to the Missouri Attorney General's office, the Better BUsiness Bureau and write the companies that hire certigy for the check/debit/credit card clearning house. Needless to say I am done shopping at Dollar General.

I don't care of what the codes are, but I know what just happened to us. Our employees have been cashing their checks at Wal-Mart for some time now (Birmingham, AL). All of a sudden they started refusing to cash them. There were all sorts of reasons given to the employee. One of them was that it was not Certegy declining the checks; it was your company declining to cash them. We have nothing to do with who will or will not cash checks or where you cash them, so this was a lie. Then it was that the company needed to call and update some information. So we contacted the 800 number. Mind you we are a multi-billion dollar company. It turned out that Certegy was trying to sell us their services. The way they got us to contact them was to refuse to cash the employee's check. This is a horrible way to seek business. I have shopped at Wal-Mart for years, but now think that I will be going somewhere else. Since they are the ones that employ Certegy they should be held accountable. I ask Wal-Mart - What are you doing about this?

Anonymous said...

Well after cashing several payroll checks at Walmarts they refused me tonight with reason number one. I tried calling that number Walmarts had given me to explain number one reason, but after several push this buttons & asking for my personal information I gave up. Then I tried going to their website to and it asked me to punch in the the checks info - no record found with Certegy. I guess I will go to the bank tomorrow to see what is up. Lol, good grief!

Anonymous is a low-level Certegy lackey fool.

Reason 3, for SURE, means that they do not have information on file about the check/check-writer. I tried to cash a BANK check for $23 from an out of state regional bank, and Certegy gave a REASON 3 for 'no transaction history with this check writer'. I verified with a Wells-Fargo employee, and a Transunion employee that this means they do not have previous experience with this merchant.

Being as I provided my legal Driver's License (the smart-chipped PASSPORT style), I'd say my ID is beyond question. If, in addition, Certegy is also banking fraudulent information on people, then clearly they are barking up the 'fraud', 'defamation of character', and possibly slander channels. Is that what you are clearly stating, MR. ANONYMOUS? That you work for Certegy and you children are building databases as you go, with unvalidated information? I know the Mexican in front of me cashing that check had SOLID ID on him...sure he did...don't go there, fool.

Needless to say, my bank was next door, I walked out, walked over, cashed the check, got in my car and left. Once they saw the BANK CHECK on the check I was cashing, and the cashier knew me, there was no CERTEGY to act damn foolish about cashing this measly $20 check...

Just another low-dollar, fly-by-night check verifier for big businesses that will go under, when their customers start getting slammed by them...

Anonymous said...

Certegy is bullshiat... I brought my certified 401-K remittance check to the WalMart "Money Center"... everything was fine, until Ceregy hit me with a Code 2. My check met their criteria for "possible" fraudulent or risky activity, and their lackeys would NOT be able to override this. Yes, I said certified check from a major bank! Screw Certegy... I'd rather be checked out by Telecheck! Sheez

You know guys, we should all take the cashing check services somewhere else. Wal-Mart is going to realize that nobody is cashing their checks due to stupid codes and non-sense reasons and they will hopefully cancel their services with this "Certegy" company. By the way, this is an outsource Call center that you call to. Again, another company taking USA jobs somewhere else. They should hire monkeys and pay them less here in USA at least... Monkeys would be better train to answer questions than a person reading same scripts... and making up answers.

I tried to cash my Wisconsin Unemployment Check today (8/1/2012) at Wal-Mart. I just cashed one there the day before with no problem, but today was a different story. It was declined with a Reason #2. I was told the same thing regarding Check Fraud and I was like HELLO this is a State of Wisconsin Issued Check so you are telling me the State of Wisconsin is sending me fraudulent Checks? After talking with a few people I was finally told this!

I am not suppose to tell you this and could get in trouble, but I feel you should know,.. The issuing bank of the check has not been supplying Certegy with the validation for the checks it requests in a timely manor, so Certegy will then DENY all checks from that location until they comply within the set timeline of request. So now I was told they will NO LONGER CASH MY UNEMPLOYMENT CHECKS!

Went with a close relative to Walmart's Money Store to cash a cashier's check drawn on a large bank. They could not cash it and gave us the white slip with the Certegy name on it. Same response as everyone else when he called. A canned response that they were not able to cash the check and could give no reason why. Does anyone know of a cash checking service/bank in south central Illinois that is not affiliated with Certegy?

Here my character reference before I start blasting away at Certegy. I'm a retired Master Sergeant and am studying to be an elementary school teacher. I also taught Sunday school. I was declined a check at Target, but they accepted a credit card? Does that make any sense? If there is a pattern, does accepting a credit card fall into Certegy's codes of denial? What a stupid way to treat a customer--let alone an innocent customer. I believe that Certegy exists to harrass people into using check or debit cards instead of paper checks. This is victimizing innocent people. I actually think using a database of people with PROVEN history of bad checks is a good idea--but don't victimize me.

Fuck them you can't even talk to a human. Then when you do it is over seas then you ask them to get a person in the USA then they hang up on them. They told me to wait then hang up, if I did that I would be fired from my job. Certegy and Wallmart needs to invest in the USA not china or the Philippines. What asses.

Sorry for the language but i have no other words for this P.O.S company.

(2000+) and never had a problem. But last night I got the little slip of paper with a denial and REASON CODE 3. I called the phone number and the automated system said that the id doesn't match their records. Wtf? Its been matching for more than a year? so I finally got through to a live person who told me a completely different reason, which was "vital info was not captured when the check was scanned" so I should wait 5 minutes and have them try it again.
So I waited 10 minutes and tried it again. After a total of 4 tries I gave up and left.
Oh well Walmart lost my business.

@ Anonymous of 10/29/2012:

Are you reading 90% of these? Fail reading comprehension much? MOST of these are people trying to CASH checks, mostly at Wal-mart Money Centers. They do not necessarily have control over how they receive payments. Who knows why, but the company for which I work issues stupid paper checks, their bank doesn't exist around here, and I can't always wait an additional day for my bank to post the deposit (I'm sure that will get a "...If you people would manage your money better you wouldn't have to worry about it..." from you). That's why I tried cashing mine at Wal-Mart and got reason 2. Anyway, don't get all sanctimonious without understanding the problem.

Anonymous said...

Well answer this Anonymous, I went to Wal-Mart to cash a MONEY ORDER that was refunded to me and it was declined due to Reason 2. The only thing they could tell me was "ma'am, we see the money order is valid but we cannot overturn the decision because it does nit met our approval guidelines!!!!!" Wtf!!! Approval guidelines? You see this is a valid money order that was sent by money gram and it don't meet your APPROVAL GUIDELINES!!!!!

She inputted her information three times and got the same information each time. I find it funny they can cash her payroll check but not a regular check. So, we called the number, and never got past entering in the amount. The system went silent and then hung up. Tried their website and you can't get there. This is such a crappy way to do business.

I wonder if any one has tried to cash a payroll check at Walmart and was asked to input their Social Security number as a part of the transaction? Well we did this and were declined for reason 2. So from now on we will only cash our checks at the bank, and no more shopping at Walmart! We used to spend abour $120 a week there but Certegy just messed that up for them. I think we all should boycott any store which uses Certegy!

SSN, Bank routing and account numbers, where you work, how much you make, how much is in your bank account, etc. Way too much personal info so they can cash my checks. I too was declined to cash a check at Walmart, reason 2, and ended up at a check cashing place which cost me $14 to cash my check. Unbelievable.

They told me I got reason 2 when trying to cash a payroll check was because I dont write checks

Just got home from Walmart. I called Certegy. Customer service told me its because of security reasons. I had reason#2 on the the little receipt. She told me to go cash it at my bank. I changed my direct deposit and it will take 2 to 3 pay periods to take effect, and of course we all know when you take a payroll to your OWN bank, they will hold it for 3 to 5 days. I needed this money to post ASAP!!! I understand the security reasons but come on... I've came across other websites and everyone else has said leave Walmart alone when trying to cash a check. Find somewhere else...

I attempted to cash a tax refund check at a very modest amount (under $500.00) today and was declined for reason # 2. I would just LOVE to know what the risk was for them cashing a government issued check.....has the US Treasury run out of money and I am just no aware of it?
though given our current financial sate..who knows
also their customer service I was atrocious!

I bought a money order from Wal-Mart. I had to take it back the next day. I brought the money order, with no writing on it, and the receipt. They said they had to process it like I was writing a check. Certegy declined it Reason#2. I called Wal-Mart customer service, an assistant manager called me back, told me she would fix and to come back to the store. Went back to the store, went through the whole process again and was still denied. This is a money order I paid cash for from Wal-Mart. I took it back to the same store a day later and now I can't get the money back. That's insane. I don't have a bank account and don't want one. I don't understand why Wal-Mart would not cash it's own money order. I am sorry to say my little kid had to watch me lose my cool at Wal-Mart last night. What a hassle, no more money orders from Wal-Mart. Seriously considering shopping somewhere else all together.

This is a freaking ml check
A freaking company that handles your retirement, hope they deny u too

There are more than 4 codes..... the code that came up for mine was 99. The ladies at Walmart were as helpful as they could be. There was no paper though, with a phone number I could call. And even they couldn't understand why one didn't come up. This is a check from the Department of Treasury, from the State of MI.

Then why, when I got a code 3 and called certegy , was I told it was because of a change. in my check cashing pattern. I No longer shop Wal-Mart. I haven't had a checking acct. for more than 20 years. The only chick I cashed his pay $180 retirement check. Wal-Mart Has cashed this checkmany times

Boycott Walmart. One simple reason for all these complaints. GREED. Screw the Walton bastards. Let their ship sink. Bye bye Walmart.

I just found out that I cannot cash my tenants rent money order! Reason #2 and they won't say why. I live on my rent money. What the hell am I supposed to do? This is just WRONG. It's a money order that has already been paid for.I'm screwed.

Don't bother purchasing a Moneygram money order either...which is supposedly better and safer than a check...SINCE FUNDS HAVE ALREADY BEEN RECEIVED.

Denied at walmart (Certegy code #2) for trying to cash my monegram money order for which I had the receipts and MO stub. Walmart first said they wouldn't cash it unless it was filled out to WALMART.

So I obliged them and THEN they ran my ID and the Code2 came back. They wanted to give the money order back to me but I refused saying it was worthless to me. They got moneygram on the phone and verified the money order as valid. So I had valid ID and a valid money order...but some third party wanted to make my life difficult for whatever reason. AND THAT'S EXACTLY THE REASON. They (Certegy) can deny any transaction for any reason.

In my case, its a no brainer. I had a valid money order and a valid ID, and I had the receipts showing I purchased the money order. How can they possibly refuse to exchange this for cash??

Its ridiculous and just shows you how the jewboys at Certegy will control every aspect of your life.

I will never shop at Walmart again for misrepresenting themselves. However, I must say they did re-issue me another money order since I was adamant about not accepting the previous money order filled out to Walmart. I should have had my friend cash it immediately on the spot to spite them.

Its a system run my fascist thugs and completely backed by the US government.

Good luck to the rest. No one really gives a hoot until it happens to them. I had no idea until today.

I also wouldn't be surprised if this blog is being run by Certegy while they try and match your IP address with previous run-ins.

Seriously this guy is talking from his ass I went to Walmart yesterday and got denied for $45 with a code 4 what games would I be playing at walmart lmao....no one at this company is on the same page, no one has any ideas about anything and I refuse to file an application to write checks considering my bank already approved me through telechex. They are bad for business as a business owner I would rather take a risk on my customers then pay this ass backwards company.

I went to cash a check at Walmart from Speedy Cash, who told me to go to Walmart because Walmart cashes their checks. I received a denial notice, reason #2. WHAT HAS MY CREDIT to do with what Seedy Cash does???? My credit score is in the upper 600's and I feel discriminated against!!! Why is CertEgy Check looking into MY credit when the check is not being pulled from my personal account? IS THIS EVEN LEGAL??

This is the happiest moment of my life having no longer to worry about paying bills as i have been settled for life. A lot has been said about atm hacking and blank card for cash withdrawal but it all seemed like a myth to me until i eventually lost my job few months back and the world seemed to be moving backwards. I went online in search of jobs and means to an end and there i found comments about STAR TECH AGENCY and how they deliver this card in less than 7 days with no risk involved and a far much lesser price compared to what the card itself can give you, i then made contact and in exactly 6 days latter my card and a manual was delivered to my home address here in the US and that same evening i used the card was able to take out $2000 for a start its been just 3 weeks and my life has taken a new shape. I simply want to say thank you to this company and help spread their fame abroad. If you ever are in need of this card definitely contact startechblankatmhackers@outlook.com and be rest assured of trusted and certified services.

I went today to cash my income tax check and I got a code 2 from Walmart I have been cashing my payroll check there for 5 years so I don't understand what the problem is if it's not me than I can only assume the government has issued me a bad check I called the number and they said I would have to wait 15 days before I can get a answer to my question this is bullshit.

Ok smartass, ive spoken with my lawyer and we are prepared to sue if you dont give a legitimate reason as to why I all the sudden cant cash my checks after three years of cashing at walmart. Also included in this upcoming lawsuit will be the fact your service team refuses to unlock my checks so I can cash them. Thats inflicting suffering because I no longer have access to my money. See you in court Certegy!

I don't mean to be rude but, in this day and age, and if you have this "great customer account" with your bank, then why don't you have a free Debit card from your bank? It's easier than writing a check (and doesn't hold the line up while you go through the process of writing said check). Get and use a Debit card people and you won't have these issues and you can shop wherever you want as many times a day/week that you want! Also, before you jump all over me about "using your PIN number opens your account up to fraud" nonsense, then push the "Credit" button instead....no PIN necessary!

Well I was refused a 45.00 check today at Murphy's.... Reason being was a Code 7, but to hear from someone who seems to know everything, only 4 codes exist and a 7 is not on the list. Well tell Murphy's that. I had just left wal Mart which uses Telecheck and had no problem writing a check for 200.00. Explain that one Certegy

Walmart denied my payroll check and whats even worse is Kroger denied it too. Both times and both places were reason 2 and I was given a number to call. First time I've ever been declined and the first time I've ever heard of Certegy. I will be researching the hell out of this company and spreading the word about them, Walmart and Kroger to a lot of people ... J

People can use whatever means they want. I hate when they say just use a debit card. Fuck you Ill use what i want. We are not the ones that need to make the change. If we have money in our banks and our bank says we can write checks that is all that should matter period. These people have no right to force us into using a payment method they see fit. Nobody has to explain to anyone why they use a check or any method of payment. If we cant use a perfectly good check on a good account and your answer is to just use a card that is like Your front door being broken and your landlord saying whats the big deal just use the backdoor. Completely illegal.

Unknown said...

Ok guys and Anonymous since no one happened to thing that you could go to Certegy and find the reason codes well you can and for all you carpal tunnel suffers I have found them and posted them below.....

***************** REASON CODES AND THERE DESCRIPTIONS **********************

If your employee received a message to have the issuer of the check contact us, there may be negative information associated with the bank account on which the check is drawn.

There are three general reasons why a decline recommendation, or other non-approval response, may be provided when a check is presented for cashing

1. Negative Information on File - Typically this is due to the fact that another check drawn on the same routing and account number or associated with the identification of the consumer presenting the check has previously been returned and reported as such to Certegy.

2. High Risk Transaction - To offer check acceptance services to its customers, our merchants use information from us to help them make a decision. Certegy provides check acceptance recommendations based on analytical models using a variety of potential risk factors including, but not limited to location, check writing and cashing history, check number, amount, and fraud trends. Therefore, if a check presented for cash falls outside of the risk acceptance parameters (e.g., large dollar check presented to a merchant that is drawn on a bank account and payable to a consumer for which Certegy shows no previous check cashing history), a decline recommendation may be provided to the merchant.

3. Validity and Edit Errors - These responses are not recommendations nor are they based on information from Certegy's file. This type of response is provided when Certegy did not receive sufficient information to provide a payment recommendation to a merchant. For example, a validity error can occur if information was missing at the time of the transaction or the format of the identification presented did not conform to established guidelines for a valid ID.

For more information, you may complete the form listed below and mail or fax it to our office. Based on the information you provide, we may be able to improve the probability of check acceptance for your bank account or use the information in our risk modeling.

Should we need to contact you, we also request that you provide a daytime callback telephone number.

This is from I understand regarding reason code 1
pay your fricken bill to Certegy and your good to go...
no waiting period

So, no one seems to know what a reason code 6 is, but got a money order from Kroger, then didn't need that amount so wrote it out to Fred Meyer to cash it and was given an error code of 6, now I can't cash it because if I change the name on it they consider it altered and invalid, so now I have to send it to Western Union to get my money back and wait approx 6 weeks for my money that was cash to begin with? What a crock! This company needs to go, even Telecheck has better check cashing services, although they can also be a pain to deal with. Now I know to just go to the bank to cash money orders!

I purchased a money order at Kroger and I went back to cash it at the same Kroger I purchased it at and certegy is declining my money order. This is bullshit I'm the one purchasing the money order and can't cash it why?
